Felling had debarked the dogs for an unlicensed breeder in an unsanitary barn in Pennsylvania by shoving a rod-like object down the dogs’ throats multiple times, causing damage to their vocal cords.

The unlicensed breeder, Annie Beiler, has also been charged with 14 counts of animal c.ruelty and neglect.

While this is cruel, it is also illegal. The state of Pennsylvania prohibits debarking of dogs for any reason unless it’s performed by a licensed vet using anesthesia. Felling had her vet license in Iowa but does not have one in Pennsylvania. Her Iowa license has since been revoked.

Thankfully, the four dogs are now safe and have since been adopted.

But authorities worry that more dogs have been debarked in Lancaster County. Anyone with information on this case, or other cases of animal c.ruelty, is asked to call the PSPCA’s C.ruelty Hotline at 866-601-7722.
